I learned about Pakalana Inn from the people who hold the dog shows in Hilo.  They said that a lot of the people and their dogs who come over from the other islands for the Hilo dog shows stay at Pakalana Inn, which has 5 rooms.  I have never stayed there, but it’s such a central location and in walking distance to Hilo Bay as well as dog-friendly Pineapple Island Fresh Cuisine at 332 Keawe Street where dogs are allowed to dine with you at the tables that front the restaurant (along the sidewalk).
